Is Maid Insurance Compulsory?
Yes. Before your helper arrives in Singapore, you must buy medical insurance (MI) and personal accident insurance as part of your medical obligations to her.
You cannot pass on the cost of purchasing the insurance to your helper. You are required by the Ministry of Manpower to purchase an insurance policy for your foreign domestic worker. Maid insurance is an insurance policy which covers any work-related accidents and medical care charges sustained by your maid. A lump sum will be compensated to the family of your maid, if an unfortunate accident causes your maid's death or she suffers from permanent disability.
Why are the insurance periods 14 or 26 months when work permits are issued at 12 or 24 months?
This is a standard among all maid insurance products in the market in Singapore.
The extra two months’ coverage is a MOM requirement to protect your maid after her work permit expires. In the event where the maid overstays in Singapore (after her work permit has expired), she is still covered under the insurance.
What Does Maid Insurance Not Cover?
Insurers will generally not cover your foreign domestic worker for things that break her employment contract in Singapore or if you commit malicious harm against her. Do be sure to read the policy wording of your policy to understand what will and won't be covered. The list of some of the common maid insurance policy exclusions are as below.
Common General Exclusions |
---|
Pregnancy, childbirth, abortions | Intoxication by alcohol or drugs |
Consequences of war, riot revolution | Sexually transmitted infections, HIV or AIDS |
Breach or work permit | Willful participation by interested party to commit illegal acts in Singapore or abroad |
Non-emergency dental care (unless explicitly stated otherwise | Psychiatric care (unless explicitly stated otherwise) |
Pre-existing conditions | |
How Do I File a Claim?
Most insurers have online portals where you can submit your claim and all supporting documents.
Note 1: Do Not Wait Too Long to Make a Claim
Most insurers will require you to make the claim within 30 days of the event. You would want to submit your claims form as soon as possible, as the insurance companies usually take some time to process your claim.
Note 2: Choose an affordable hospital ward (in the event of hospitalisation)
Most insurers only cover up to B2 wards of public hospitals and a pro-ration factor will be applied should your maid be admitted into better wards or private hospitals. From 1 July 2023, although maid insurance comes with a higher annual claim limit of at least S$60,000, there is a co-payment of 25% by employers for claim amounts above S$15,000.
Note 3: Keep originals of everything
For whatever claim you make, even though claims can now be submitted via online portals , you will still need to prove its authenticity. This means producing original documents when the insurance companies request for them. Hence, do keep the original documents and have them ready when the insurer asks for them. Examples of claim documents include hospital receipts, physician's statement/reports, police reports (for theft), etc.
Frequently asked questions
What is maid insurance?
When you hire a maid in Singapore, maid insurance is a government-required insurance policy that you are required to purchase as an employer. Maid insurance provides medical insurance and accident cover for your maid and issues a security bond to the Ministry of Manpower.
Why is maid insurance important?
Besides being a mandatory requirement, maid insurance gives you and your domestic helper peace of mind and saves you on a lot of extra cost in the event of an emergency. Your helper’s job scope does include some occupational hazards. Should she meet with an unfortunate accident, the insurance payout would help support her family back home. Maid insurance plans also usually come with benefits such as outpatient medical costs and third-party liabilities (which you would be obliged to bear).
How does maid insurance work?
Maid insurance covers accidents and medical care charges sustained by your domestic helper. In the event of an unfortunate accident that causes your maid’s death or permanent disability, a lump sum will be compensated to the family of your maid.
Employers must provide free medical treatment for their domestic helpers. It doesn't matter if the injuries or sickness are related to work. If she needs hospitalisation and/or medical treatment, the cost is high for foreigners in Singapore. Maid insurance helps to defray the associated costs.
What should you look out for when you are getting maid insurance?
Though MOM requires all Maid Insurance to provide at least personal accident coverage of S$60,000 and medical coverage of S$60,000 (with start date effective on or after 1 July 2023), there are still benefits in the policy you can take note of to make it worth your premium.
Outpatient expenses
Ensure that your maid insurance pays for outpatient treatment, and check if this covers just accidents or both accidents and illnesses. Some insurance companies/ plans offer this as part of the package whereas others offer this benefit as an optional add-on.
Special grants
Special grants are sometimes also referred to as Funeral Grants or Death Benefits. These grants are lump sum benefits following the death of your maid during her employment in Singapore.
Third-party liability
This is sometimes also referred to as Maid’s Liability. This benefit payouts if your helper accidentally injures someone or damages another person's property.
Reduction of co-payment for hospital & surgical expenses
Some insurers might offer this option to reduce the standard 25% co-payment, which you have to bear for eligible claims amount above S$15,000. This benefit usually will come as an optional rider (i.e. an additional cost you will need to top up).
How do I determine the start date for my maid insurance policy?
Maid Type | Insurance Start Date |
---|
New Maid | On or before the maid's arrival date in Singapore. |
Renewal Maid | One day after the expiry date of the current work permit. |
Transfer Maid | The agreed transfer date. This is also the day you apply for issuance of the maid's new work permit. |
What is the S$5,000 security bond?
This is a security bond — a binding pledge to pay the government (up to S$5,000) if either you or your domestic helper breaks the law or Work Permit conditions. You need to buy a security bond for every maid you employ, unless she is a Malaysian. Under the maid insurance, the insurance company will issue a Letter of Guarantee for a S$5,000 security bond on your behalf to MOM, where it guarantees to pay the government in case you/your domestic helper breaks a law. If MOM makes a demand, the insurance company will first make the payment and recover the payment from you.
What are my obligations towards the maid as an employer?
To hire a helper, you must:
Be 21 years old and above.
Not be an undischarged bankrupt.
Have the mental capacity to fully understand and discharge your responsibility as an employer.
Others:
Pay your workers the fixed monthly salary as per declared to MOM.
Pay the monthly foreign work levy (FWL) for each foreign domestic worker you hire.
Buy a security bond for each non-Malaysian worker.
Pay the upkeep and maintenance cost, including the cost of medical treatment and proper accommodations.
Send your worker for her medical examination by a Singapore-registered doctor. This is a medical examination to be done every six months (6ME). If they are certified as medically unfit, their work permit will be revoked.
Will maid insurance cover my maid when she returns to her home country for holiday?
No, the cover does not extend to when she is back at her home country during her home leave.
